Why won't it even start up?

OK, so I finally caved in and downloaded Stepmania on my sucky comp, I downloaded everything I needed, but I keep getting this error when I go to start it up.

Direct3DCreate8 failed.

Seeing as I am not exactly smart with these freaking types of things, and I don't even know what this means, help would be appreciated as to what to do, thanks.

Well, because of the fantastic description of the computer (sucky), I am going to figure that you computer might not be able to handle Stepmania.

I am not the best with the error messages either, but it seems to be related to DirectX, in which the best thing to do is get the newest version at www.microsoft.com.

Yeah, I did that, I think...I should try and redownload it. I'm really horrible on computer specs, so I can't really help much there (It's 2 years old, got Win ME and it's 56k! that's all I know!) but I'm going to see if I can get it to work finally.
