I have the original Konami soft pad for the Xbox.

How would you clean the top surface of a soft pad?

With a scrub brush.

Or, you can wrap the cloth parts and control box in duct tape, then scrub down the plastic with some cleaning stuff.

Moist towelettes should work too, but make sure to dry the pad of thoroughly afterwards.

Oh, another thing you can try it to pull of the dirt/gunk/whatev with tape. Box tape works pretty well for that.

When you mention "...some cleaning stuff..." do you have any suggestions? Should I avoid cleaning stuff that contains bleach?

Actually, I don't have any good suggestions. I haven't cleaned much of anything in a while. A tile cleaner might work well, but I wouldn't guarantee it.

I wouldn't use anything too liquidy or anything with bleach. I'd suggest you put the cleaning agent on a clean rag and try it out.

Another alternative would be to just get a new one. In the time it takes to clean one, you could probably make the money to buy 2 new ones.
