Say a moderator had a bad day and got a point. Could he take the point off himself? _________________

I believe the admins can remove points from anyone. But then again, I'm not totally sure. Rarely would it be necessary for such an action to need to happen. _________________

Plain and simple:
Mods can only remove points they issued.
Admins can remove points from everyone.
Also, sherl0k's explanation doesn't mention moderators giving themselves points if they feel guilty or bad about something they did, which has happened. We're human and we make mistakes. _________________
