Well, its currently in it's sixth beta form. It is about 80% done atm.

Directed to the question about how to get it/how to use it:

It will be available as an arcade theme, itg2pc theme, stepmania theme, and will also come with ITGR PC when thats released.

The official ITG3 theme is more of Grey and Silver. This is otherwise very accurate.
