The whole lyric is "all dots and lines that speak and say 'what we do is what you wish to do' [just can't do]".
Meaning that their "friends" are also cartoon characters (as they'd be made of dots and lines of ink).

Sometimes the word "cartoon" simply refers to a drawing. In this case it's probably a comic.
