Is StepmaniaX Illegal? How and why? (if so.)

I have been looking around for a version of StepmaniaX for quite sometime, I finally found a version on a website that had broken html, but when I got it it had some gliches and stopped working, I have yet to fix the problem.

Seems like there needs to be better versions for it, and that it should be widely more dispersed..but its not. I beleive this to be an insuating fact that it must be illegal, but why exactly?

my understanding is that it has something to do with modded xbox's...but I thought you were allowed to mod xbox's and that it just voids the warrenty.

also, if not illegal, where can I actually find some good versions of stepmaniax? I know there must be more forums about this subject, but I would rather not look through all 68 pages of forums if I could help it...
