"pretty much" is not official. the ITG3 charts were, as far as I'm aware, partially complete. a group of people tried to complete them (which is a good effort on their part to support their game) but it seems like the competitive community as a whole has a whole lot of problems with the files--poorly synced, unenjoyable, bad song selections, charts that are either too easy or too hard, etc

for the millionth time, in the groove is stepmania so releasing the songs as .sm files is no additional work on their part
